Multi-Stakeholders Forum on the GPH-MILF Bangsamoro Framework Agreement





   The Multi-Stakeholders Forum on the GPH-MILF Bangsamoro Framework Agreement was held last February 19, 2013 at Notre Dame of Dadiangas University (NDDU) Auditorium. This peace forum is attended by different groups and organizations that listen and ask about the latest updates and developments in the Bangsamoro Framework Agreement. 

   There are two speakers in the forum. First is Prof. Miriam Ferrer, Chairperson of GPH Panel. She discusses the contents of the Framework Agreement and the present developments of the peace negotiation between the Government of the Philippines (GPH) and the Moro National Liberation Front (MILF). She smoothly answered the questions raised during the open forum. In her speech she said that the government and MILF collaborate to bring peace in Mindanao. 

   The second speaker is Dr. Tomando D. Antok, MILF Representative. He also discusses the Bangsamoro Framework Agreement, the role of Indigenous Peoples (IPs) and other sectors, and its present developments.    There are five stages in roadmap for the Bangsamoro Basic Law: 1) The President will issue an Executive Order creating a 15-member, all Bangsamoro Transition Commission; the Executive issuance will be supported by Congressional Resolutions. 2) The Transition Commission will work on the drafting of the Basic Law, and whenever necessary, work on the proposals to amend the Philippine Constitution. 3) The draft Basic Law will be submitted by the Transition Commission and it shall be certified as an urgent bill by the President. 4) Congress passes the Basic Law. 5) The Basic Law is ratified by the people in the affected areas. 

   This agreement is a long process that needs time and effort to materialize this dream. 

   The Peace Forum is spearheaded by SocSarGen Peace Network, Kalinaw Sarangani, Mindanao State University, Notre Dame of Dadiangas University, Local Government of General Santos City and Provincial Government of Sarangani.
