Sarangani presents crafted POPS Plan to technical working group

GENERAL SANTOS CITY (December 9, 2022) – The provincial government of Sarangani presented on December 9 the Peace and Order and Public Safety (POPS) Plan for FY 2023-2025 to its technical working group (TWG) and members for its finalization.

According to Lizette Lopez, Sarangani’s peace and order focal person, the plan presented to the POPS TWG is “the almost finished plan which was the product of a series of writeshop,” held on November 22 and 23.

The presentation on Friday, Lopez said, enabled agencies concerned to “confirm if they are amenable” on some of the areas of the plan, including the proposed programs, projects, and activities (PPAs).

Lopez noted that the “furnished plan” will be presented before the Provincial Peace and Order Council (PPOC) during the 4th Quarter Regular Meeting on December 16.

POPS TWG Chairperson Engr. Alain Alcala also noted that prior to this, the plan will be “first pre-presented to Governor Rogelio D. Pacquiao after having it totally packaged.”

The POPS Plan is a three-year term plan in compliance to the Memorandum Circular No. 2022-118 issued by the Department of the Interior and Local Government (DILG) which mandates for the development and formulation of the POPS Plan which consists of programs and activities on peace and order and public safety to improve life in the communities by ensuring social protection and safety in the locality.

Lopez explained the POPS Plan “is the consolidation of all PPAs from the different departments and putting into one plan.” PPAs identified are those related only to areas such as Crime and Disorder, Illegal Drugs, Insurgency and Land Conflicts, Road and Fire Safety, Emergency Crisis Management, and the newly-added core area which is Environment.

“It is important that we integrate peace and order in all our plans,” Alcala said as he emphasized the significance of crafting the plan to the provincial government’s campaign on peace and order and public safety. “The plan should be rational, comprehensive, and doable,” he added.
