Gov. Pacquiao backs PPOC, PADAC, PDRRMC councils’ crusade for lasting peace

GENERAL SANTOS CITY (December 19, 2022) – The Joint Provincial Peace and Order Council (PPOC), Provincial Anti-Illegal Drug Abuse Council (PADAC), and Provincial Disaster Risk Reduction and Management Council (PDRRMC) approved on December 16, Friday, various resolutions pertaining to peace and order, anti-criminality, and risk reduction and management measures in Sarangani.

Governor Rogelio D. Pacquiao, who presided over the 4th quarterly meeting, manifested his support to the councils particularly in efforts towards “prevention of proliferation and eradication of dangerous drugs, and protection and promotion of the welfare of the people during disasters or emergencies.”

Pacquiao said, such undertakings will facilitate a “resilient, dynamic, and progressive Sarangani.”

He also underscored the need to “crusade for lasting peace” and to ensure interventions could “reach the farthest sitios, barrios, and more importantly, the vulnerable communities in our province.”

Among the resolutions approved were the Public Service and Continuity Plan and the Contingency Plan for the Flooding and Rain Induced Landslide.

According to Provincial Disaster Risk Reduction and Management Officer Rene Punzalan, per RA 10121, each of the local government units in the province should also formulate their respective plans based on their top three hazards.

For Sarangani, he said, they prioritized the contingency plans for the top two hazards as these are the recurring hazards due to heavy rainfall.

In this contingency plan, he said, “na define na ang roles and responsibilities of cluster agency heads para systematic na ang response natin kapag malakihang calamity.”

The recently approved plans, Punzalan said, will update the existing plans which was approved way back 2014 and 2017.

Pacquiao commended the PDRRMC for bagging the regional and national Gawad Kalasag Seal. “We got a rating of 2.70 which is above the set standard under RA 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010. Our PDRRMC got the highest rating in Region 12 under the RFD Category.”

He also lauded the council members and the mayors who received awards in recognition of their fight against illegal drugs.

“Drug abuse has been an incurable menace for the past decades, not only for our province but for the whole country.

As your Governor, I stand firm in my conviction that there is no room for criminals and illegal drug abusers in my jurisdiction.”

“With the help of PADAC, we will intensify our campaign and continue our fight against illegal drugs,” he said.

The 3-year P3.2-B POPS plan of the province which contain comprehensive programs aimed at achieving a safe, orderly, peaceful, and progressive Sarangani.

The meeting was participated in by regular council members including the board members, mayors, different department heads, heads of agencies, LGU representatives, Philippine National Police (PNP), Bureau of Fire Protection (BFP), Armed Forces of the Philippines (AFP), Philippine Drug Enforcement Agency (PDEA), and the Department of the Interior and Local Government (DILG).
