— To organize a movement of communicators that will empower communities by inspiring civic engagement towards nation building The convention has three main activities: 1) Plenary Sessions 2) Parallel Sessions 3) Exhibits

The Plenary Sessions focus on the essential role of communication and information in disseminating key government policies and projects while providing the frameworks of participatory governance and social mobilization. The themes of the Plenary Sessions are as follows:

- ‎Citizen Journalism - ‎Crisis Communication
- ‎Empowering Communities through Information

Topics under these Plenary Sessions discuss ways of harnessing the power of information in contributing to social development, the need for responsible and effective use of social media, and mechanisms for citizens' participation in good governance. The Parallel Sessions highlight various capacity building initiatives and current innovations and practices in participatory governance, media relations, development and grassroots communication, radio, and television broadcast, and print & publishing.

These will be spearheaded by the different Government media entities handled by the PCCO. The exhibits also showcase the PCCO's products and services.
